Broseta strengthens its presence in Portugal with the appointment of João Maria Cabral Menéres and José Saraiva de Lemos as of counsel in its Public Law practice.
José Saraiva de Lemos has more than 20 years’ experience advising on administrative law, public procurement and administrative litigation, acting for both public authorities and private entities across a range of sectors. He has served as legal adviser to Lisbon City Council, Alcatel Portugal, the Azores International Tourism Club Hotel and Grupo Edifer, among others.
João Maria Cabral Menéres brings over 30 years of professional experience advising both private and public entities on administrative and public procurement matters, as well as civil and administrative litigation. Over the course of his career, he has worked with organisations such as Lisbon Metropolitan Airport and ANA – Aeroportos de Portugal.
