Consortium Legal announced the return of Carlos Andrés Arguedas Vargas as a partner in the Public Law practice in Costa Rica, strengthening one of the areas of growing relevance for companies, investors and institutions that participate in projects related to public procurement, infrastructure and financing.
Carlos has a distinguished track record in Public Law, public procurement, concessions, trusts, public-private partnerships, and constitutional and administrative litigation. He was a partner at Consortium Legal between 2010 and 2018 and returned to the firm to assume a strategic role in the development and consolidation of this practice.
Prior to his career in the private sector, Carlos held high-level positions at the Comptroller General’s Office, including Head of the Administrative Contracting Division and Head of the Legal Division. In these roles, he led prior control processes, regulatory reforms, and the analysis of some of the country’s major public infrastructure contracts and projects.
