Alfonso Codés and Lucas Osorio join the CEA’s Referee Appointments Committee

The Plenary of the Spanish Court of Arbitration approved the appointment of Alfonso Codes and Lucas Osorio as new members of the Court’s Arbitrator Appointment Committee.

The Commission is composed of Elena Otero-Novas, as president, and Alfonso Codes and Lucas Osorio, as members. This body is responsible for determining the number of arbitrators, their appointment, and confirmation, both when proposed by the parties and in the event of disagreement, ensuring impartiality and regulatory compliance. Its functions include technical selection, monitoring of candidates, and guaranteeing their suitability.

Alfonso Codes is the managing partner and head of the Public Law and Regulated Sectors department at CMS Albiñana & Suárez de Lezo, as well as a State Attorney on leave. He has extensive professional experience in all areas related to Public Administrations, both in advisory and litigation roles.

Throughout his career, he has held high-level positions in the Spanish General State Administration, including the General Technical Secretariat of the Ministry of Agriculture, Fisheries, Food and the Environment. He is also the author of numerous articles and publications, and teaches and lectures at prestigious institutions such as the Comillas Pontifical University ICADE, the Higher Institute of Law and Economics, and the Center for Legal Studies of the Ministry of Justice.

Lucas Osorio is a founding partner of MO Estudio Legal. He has developed his career in both the public and private sectors, and prior to establishing his firm, he was a partner in the Corporate/M&A area of Hogan Lovells and for seven years the managing partner of its Spanish office.

He has served as Chief State Attorney in various ministries; Legal Director and Secretary of the Board of Directors of Cintra, until its merger with Ferrovial; and as a member of the Board of Directors and/or Secretary of numerous companies in Spain and abroad. Currently, Osorio is Secretary of the Board of Directors of Metrovacesa, Chairman of the Spanish Issuers Association, and a member of the Advisory Committee of the CNMV (Spanish National Securities Market Commission). Furthermore, his work extends to the field of arbitration, where he has served as an arbitrator for over 30 years in numerous proceedings and jurisdictions.
