A leading figure in Colombian law, with over 40 years of experience combining leadership in international arbitration, corporate law, and high-level public service, including roles as Minister of Justice, Minister of Defense, and Ambassador to the United States.
Besides his professional practice, to which he has been primarily dedicated since 1977 in consultancy, litigation, and national and international arbitration, in the areas of administrative law, constitutional law, and civil and commercial law, he has held prominent public positions including Secretary General and Vice Minister of Communications, Delegate to the 1991 National Constituent Assembly, Minister of National Defense, Ambassador of Colombia to the United States, and Minister of Justice.
He is a member of the Advisory Council of the Cornell University Law School and, since 2001, a full member of the Colombian Academy of Jurisprudence, having previously been a corresponding member since 1996. On two occasions (2004 and 2006), he served as ad hoc judge of the Inter-American Court of Human Rights and has repeatedly acted as substitute judge at the Council of State and the Constitutional Court of Colombia.
Since 1986, he has been on the list of arbitrators of the Bogotá Chamber of Commerce, and since 1988, an international arbitrator for the International Chamber of Commerce (ICC) in Paris. Between 2010 and 2011, he coordinated the commission that drafted the national arbitration bill, which, together with the international arbitration bill, became the Arbitration Statute (Law 1563 of 2012).
He served as Dean of the Faculty of Legal Sciences at Universidad Javeriana and has been a professor of administrative and constitutional law there for over forty years, in addition to teaching administrative, constitutional, and economic law at Universidad Externado de Colombia, Universidad de los Andes, and Colegio Mayor de Nuestra Señora del Rosario.
